Third Read.

Bills in the legislature must be read three times before being voted on. A relic in our constitution, the provision was originally put in because many of the legislators in 1912 couldn’t read. Nowadays, we vote on "third read." Today was the first day of this session in which we had a "third read." The first bills are the easy ones. The later we go in session, the more difficult and contested the votes become.
